Are these low numbers or are they usual? (or high?) 10-15 seems low for PCs to me but IDK much about the process..

depends on the fraternity. tke having 15 or so means theyre stabilizing. signu having 11 is bad in contrast. a growing/improving frat like lambda wants a good amount of people to push it over the hump.
