why did alpha phi had to give out 12 snap bids?

No PNMS picked Alpha Phi during recruitment and this left APhi with a weak spring 14 pledge class. They had to snap bid aka pick from everyones leftovers after recruitment since nobody wanted them. Anyone know why they are on a recruitment decline?

technically they COBed instead of snap bidding. Snap bids are handed out with regular bids.
