continuous open bidding

I know a lot of houses that were openly advertising cob are already done, whats the likelihood of already being told Im not getting a cob bid and then getting one if people start dropping before initiation.
Also, which houses did fall recruitment last semester Im trying to figure out if one I liked might be doing it then

COB is constant. I really can't imagine anyone would drop you during it. I've never ever heard that happening to anyone
