gphi has been getting better each year they are valued right, don’t know why you would bump adpi up when they hardly match the quota each year

Your argument doesn't make sense. If you are saying gphi is getting better every year than the same should apply for adpi. Why is it every house that does better gets bumped up but it doesn't apply to adpi? Just shows certain people/houses want to keep others down even if they are improving.
