getting dropped after pref

how often does someone get dropped after pref. will it be different this year since quota is so small

If you don't get a bid from the house you ranked top then you automatically get a bid from the other house you preffed

This is correct. As long as you listed both houses you preffed you will get a bid from one of the two.
