who is making ranks?

I truly want to know who spends time making these ranks. There is no way its anyone relevant in Greek life. really does not make sense to me how people feel like they know enough about every frat to literally put them in an order. People in Greek life already know where they stand, WHY do people spend time ranking them it confuses me deeply I want answers
