Double check with your legacy sister regarding her group's legacy policies. Some, but probably not all, groups are supposed to keep legacies through the first round of cuts (unless there's something heinously wrong with them, like they're wanted for murder) and are required to put any legacy who attends the final round, called preference, on their list of girls they would absolutely like to give a bid (called their "first" bid list).
Also, some groups may cut you because they assume you'll go to your legacy group, as cuts can be difficult and they've got to start somewhere. I would have your legacy sister submit her group's version of a legacy form but then keep it to yourself during recruitment, or make it clear in a non-weird way that you're open to all groups.
