bottom tiers

Out of all the bottom tier frats (pi kapp, sae, beta, etc) who has the most potential to rise?

The bottom tiers with the most potential are probably theta chi, sae, and zbt. While I do not know a majority of the guys in any of these fraternities, I can say that probably at least 2 of the 3 will see great strides in the next year or two. But then again why label any frat as "bottom tier." All fraternities have their own strengths and weaknesses.
