bottom tiers

The bottom tiers with the most potential are probably theta chi, sae, and zbt. While I do not know a majority of the guys in any of these fraternities, I can say that probably at least 2 of the 3 will see great strides in the next year or two. But then again why label any frat as "bottom tier." All fraternities have their own strengths and weaknesses.
