I believe if a chapter isn't at chapter total they can openly recruit.

Yes informal recruitment is a thing here. ADPi usually does it and in the past at some point every chapter has had to do it at least once. Pay attention and email panhel if you'd be interested in info on informal recruitment when it becomes available.

anyone who took less than 47 new members will have to do informal recruitment. And that is if any of their new members drop out at any point in time before initiation. Also any chapter with less than 156 (total) members will also have to do informal.
