snap bids

How common is it to be offered a snap bid? Do you have to make it to a certain round to be considered for one?

Do not count on getting a snap bid. A snap bid is when after pref round and after bid matching, if a chapter is not at quota a.k.a. the number of new members determined by pan how that each chapter should be taking, then they can call girls who initially dropped out of recruitment on their own and they were still interested in to extend them a snap bid.
If a chapter drops you, don't bank on them calling you for a snap bid if you drop out of rush. Chapters only call women then still saw being a part of their chapter and would've kept inviting back to parties had they not dropped out of rush on their own.

If they dropped you they won't be giving you a snap bid.
