Frats at maryland is a lot like the NBA. Too many teams. Leaves some teams way too stacked and some teams with actual cool guys who get no shine because their team sucks.

this sounds like you want fraternities to have formal recruitment in the same fashion that sororities do. 70% of a fraternity's rank/status is dependent on the sororities they hang out with...and sorority status is cultivated in a way that girls can [idealistically] choose the best from the entire pool of rushes instead of choosing "the best" from a smaller, random group of dudes that show up to rush
