Yes, so sad. They do haze. If an organization tries to make you “earn your letters” by doing unusual tasks, it is hazing. Acceptable tasks include fundraising, volunteer work, giving back to the community. Unusual ones include not being allowed to wear makeup, not being allowed to talk to certain people and so on.

they're rude & yeah withholding and making someone earn their letters is 100 percent hazing. they probably won't be at Stockton within 2 years.
