I'm saying this in terms of who fights it out for pledges during rush. It's always the same girls preffing Phi and Kappa and the same for DG and Theta. Some crossover of course, but if you're fighting for the same girls, you're all the top.

two houses are only interchangeable if there's a lot of confusion/conflicting opinions about which is better. dg is ALWAYS placed higher than kappa in rankings, but kappa and chi o are the 2 that keep switching between each other for 4th.

theta and phi are interchangeable.
