which house is better?

who has the better party scene? SigEp or SAE? Sigep guys seem cool but I don't know how they can throw a party in that particular house

They both throw fine parties. But if you're deciding which house to join based on which one throws better parties you've already screwed up. Join the one where you feel you fit in the best.
