rush packets?

I’m transferring to UCLA this fall as a junior and I’m from the south where we all have to do rush packets whichever include pics of us, our resume, letters of recommendation etc. Do you think I’ll need stuff like that to rush at UCLA? Or letters of rev at least? Please help! Also, should we send the letters to the chapter directly or how does this work

no, if anything letters of rec hurt because they put focus on you and if you mess up during recruitment in any way you'll be dropped

When you sign up for recruitment they will ask you to submit some general info and a picture. That’s all you need.
Letters of rec are not needed at UCLA and can even hurt as mentioned before. Best not to use them
