No I've never heard of winter COB in any houses. I think you're referring to Spring COB. In regards to Spring COB, it depends on what you define as "mid tier".
I know a one or two "upper Mid" houses did it last year, but I'm 90% sure no "upper mid" houses are doing Spring COB this year because they all have 60+ new members.
However "Mid" houses like ADPi and KD frequently do it and also "lower" houses like AXO and AGD.

COB is by invitation only


some houses usually only axo and agd do informal rush which is open for all

but most houses that take new girls have few spots so they do it through COB which again is by invitation only
