FINALLY RESOLVED

That the National Board of Directors will address and may take charter action on any chapter which refuses to implement a complete substance-free policy by August 1, 2020 and a substance-free transitional policy August 1, 2018.

Actually, a dry policy is a pretty smart move in today's environment to guarantee the longevity of a house. Nowadays a few drunk bros and some stupid moves can bring a house down, lose a chapter and decades of tradition vanish overnight. Parties just need to be organized more intelligently.
