i been studying english for some time but need some clarification

2 verbs in the past, but one of them continues to the present :

I had been living in England before the rent prices went up.
Meaning : I lived in England before rent prices went up, but I still live there even after prices went up.
I had lived in England before rent prices went up.
Meaning : I lived there before prices went up, and I don't live there anymore.
Am I right?

for the first one you could just make it simpler and better by saying, "I have lived in the time of England after prices went up as so is when i did before the difference of price"
