i don’t think every chapter reached their goal of bids, you can always try to reach out to them and see if they can still recruit more since it’s COB they talked about bids being able to go out til October. From what I’ve seen ADPi and GPHI probably reached their goals

Definitely NOT weird!! So many girls probably slipped thru the cracks because recruitment was weird. If the chapter didn’t reach their goal, they’ll want you to reach out! It’s informal recruitment it’s only weird if you make it weird lol
