can transfer students join frats?

I'm transferring in the Spring Semester of 2019 from my Community College and I wonder if I can get into Delta Chi or some other Frat?

Yes, there is fraternity recruitment in the spring. Doesn't mean you'll "get into" any of them, as you have to get a bid first. Don't limit yourself, make sure to check every fraternity out.
