It seems like most people on the site rank AXO as not the too house but irl people say AXO is top and "hottest"?

AXO is always "top" as in top tier, not too house. The top three houses (Gphi, adpi, and axo) are always so closely tied in ranking it becomes a matter of opinion from that point on. But in real life the only circle axo is considered top house is within axo. They have the hottest girls because that's all they care about, but realistically the reason they're not top house is because people value things other that just looks in a top sorority, like personality
