what is the process for spring rush?

Spring rush is difficult because sororities have to know you're even interested to invite you so making sure they know is hard unless you have a friend in that sorority who will sign you up. Or you can also sign up on the Panhellenic website to try to let them know. Sororities only do spring COB if their numbers from the fall semester drop due to girls dropping or graduating so you never know who will even do it. All you do is meet up with a few girls from their sorority at their lodge and it's very casual. Like formal recruitment day 1 attire. I'd say fall rush is much easier unless you know someone already in the sorority that you want.
