by: ?I'm confused on how quota works. I know if a chapter is under quota, they have to spring rush. But what is the quota usually? Does it differ by chapter?

I might not be totally right but from what I understand however many bids they give out is how many girls they have to have, so if they give 75 bids and only 70 girls get off the bid day bus they have 5 bids to give out. Then if they give 75 bids and 10 girls drop or get kicked out for whatever reason they have 10 bids to give in the spring.

What you are calling 'Chapter Quota' is actually called Total. Total is (almost always) the average number of girls in a chapter (so, add up all the girls in each chapter and divide by the number of chapters). Total is supposed to be readjusted within 72 hours following formal recruitment.
Quota is the number of bids issued during FR. Quota is determined by the number of girls signing a pref card divided by the number of houses.
A house can make quota and still be under total. Or they can be over total, and miss quota.
If a house is under total, due to not making quota, girls graduating in the fall, girls dropping, then they MAY have to spring rush. It depends on how many girls they are under quota, if their nationals makes them, etc. Sometimes nationals' will allow chapters to make up the extra number during formal recruitment.

I thought chapter quota was different than pledge class quota. Like say chapter quota is 250 and they have 255, but 5 seniors graduate early in December and 5 people drop. Then they are down to 245 and are 5 below chapter quota and they have to spring Rush and take 5 or more.
