I would put AXO and APhi on the same level, and Zeta/XO on the same level. Even though Zeta has a somewhat undeserved reputation.

but we gave all of our information at the meeting and all of the girls I've talked to said they haven't heard anything either

Idk what to say maybe contact the people who run spring rush? Spring rush is sketchy though so I really don't know what's going on with formal but I know some sororities already have picked girls

Yeah spring rush is over basically.. most sororities did recruiting before the information meeting even was... just try for fall recruitment.
