if I transfer to tech in the spring, do any of the houses do spring rush? Or should I wait and go through formal? do sophomores get bids?

Only a few sororities "officially" participate in spring rush. So, if you want to joing a sorority and start making friends right off - then go thru spring rush. If you want a wide selection then wait for fall rush. Yes sophomores receive bids. Good luck. I hope you find a home you are happy in. Go with your heart not what you hear.

It wont be known who's doing spring rush until january. It depends on how many people graduate in december/study abroad/drop etc after the first semester in each chapter.

okay. so do spring pledges still get bigs and other stuff like that? do they feel left out of their pledge class because they are new?

Technically spring pledges are not part of the pledge class from fall. You would be part of the spring pledge class, which is different. The fall new members are no longer pledges because they've been initiated. You would still get a big, and as far as I know, they dont feel left out because their pledge class will be only spring new members, and in the same situation.
