Why is adpi at the bottom

Why is adpi ranked so low at tech?? I know some girls who are adpis at different schools and there chapters are big. I was considering them for a house but idk anymore.

Not true (take everyone).
Every house has to rank/drop pnm’s.
In order that one house doesn’t get all the girls, there is a quota & all houses have to rank/drop.
There are lots a really sweet, beautiful adpi’s and there are always pnm’s with no bid.
