Don't think any newer sigs went pike/chops...

Sig got canned over a year ago; I heard pike is looking to rent sigs lodge for rush due to their lodge starting though?

uh yeah you can. if you get deactivated from your fraternity as the sig chis did, you are no longer asociated with that fraternity.

Yeah, you still have to get consent from both nationals. Beyond that, you are making the assumption that Sigma Chi pulled membership along with the charter, which is highly unlikely. The guys from Sigma Chi were more than likely pushed to premature alumni status, that's usually what happens when a charter gets pulled.
