They gave out bids to 18% of the guys going thru rush last fall and 30% of those who pledeged any fraternity.

Really selective. That alone keeps them out of the top 5, not counting their other issues.

to the guy above, even if your numbers are true, top tier status is more than just how selective you are a rush. Traditions, wealth, quality of girls all play a role as well, and that is just to name a few

These boys are fun in their own parties and know how to have a good time! They do get too rowdy when thrown in with other fraternities and that seems to have hurt their PR though.
