What GPA does each house require during rush or what GPA do they cut below? If that makes sense

Every house has different requirement.
3.0 is probably average.
But if you have a 3.9 it won't matter if you're not what a house thinks is a good fit.
What's a good fit? Varies from house to house.

Theta Kappa and Pi Phi are strict on grades as they are always the top in grade rankings but you should be fine
