I'm going to be transferring in the fall and I'm going to be a junior. If I was in a sorority at my old school that is not at Tech, can I completely drop the sorority I was in and go through recruitment again with these houses?

You were initiated. You cannot join another NPC sorority ever. You will be found out and have your membership terminated. You should've done your research before transferring.
