open rush

What is the open rush process? I'm confused as to what it is exactly.

If houses have spots available they can offer you a bid after formal recruitment. They won't advertise it. You will have to know someone or multiple people who will speak on your behalf to get a bid offer to you. More common with fraternities then sororities as there are twice as many fraternities as sororities here.
