Yes and no, theres a few girls who if they rush well, we already know we want. However nothing is even close to set before rush starts, a lot of girls read much better on paper than they are in person. And there are cutoff GPA's but beyond that I truly believe an incredible personality and likability can get you into any house.

They usually know who it is that they don't want. Keep in mind that there's over a thousand girls going through recruitment, if your grades/involvement/reputation aren't up to par, they'll be ready to cut you after the first day. Houses have to limit themselves to a certain amount of girls each day so it happens really quickly.
