spring rush?

yes. KD, SDT, Phi Sig, and AEPhi all are. and just because you make quota doesn't mean you don't spring rush, idiot

True, but it's one of three major factors. It all goes into chapter total, so if they made quota, they would either have had a lot of girls drop before Panhel set chapter total, or a lot of girls graduate in December. Unless you're on Panhellenic or actually in one of these chapters, you wouldn't know.
Also, to any PNMs, there's nothing wrong with chapters that do spring rush! Sometimes girls drop for financial or academic reasons, or sometimes they graduate. Even "top" chapters like SK and DG (rip) have had to do it in the past.
