why is there a class standing disparity frat vs so

Why is it ok and not a huge deal for a senior male to rush a fraternity, albeit probably bottom tier but for a girl to rush a sorority as a senior one would NEVER get a bid? Some of the students are transfers so they didn't have all 4 years to rush...why do sororities care so much more than fraternities?

Seniors CAN rush sororities. My PC had a senior who was an exchange student from Europe. However sororities have a more formal process with quotas set up by nationals and panhel that dictate the members they take. Some don't want to waste an "upperclassmen quota" spot on a girl who will only be there for one more year.
