For incoming freshman, it's important to consider the future of houses, which usually takes an upward/downward trajectory for years at a time. Here are rising, sinking, and stagnant houses (in order within each category):
Rising Houses:
SK
CHI O
SDT
Falling Houses:
KKG
ADPI
AEPHI
Stagnant:
At top - DG, APHI
At Bottom - PI PHI, PHI SIG
If tiers/rankings are going to change over the next 4 years, it will be in these directions.

As the poster of the rising/falling house list, and trying to be as unbiased as possible, my house is in the stagnant category because it's accurate.
You are correct that girls should rank based on where they feel most at home. And they are required to visit every house participating in formal recruitment.
However, having been in greek life for several years, I wish I knew house trajectories coming into rush my freshman year.

SK is rising. They used to be smaller and more awkward/random, but have become more consistent over the last year or two. They probably have a higher drop rate because of their new member process. Regardless, they have grown and become more involved and able to be more selective than in past years. Don't know if I'd call them top tier yet, but they might be headed that direction.

The real truth is:
Rising Houses: Chi O, SK, ADPI (you girls can hate on ADPi all you want but there are definitely some diamonds is this sorority--my girlfriend is one of them (: )
Falling Houses: Aephi, SDT
Stagnant: DG/APHI (always top)
Phi Sig/Pi Phi (always bottom)
KKG (always middle-tier)
