When you say on the rise or on the decline you need to really be careful. Its more of a year to year thing.
Pike had a great year last year and are doing badly this year.
Phi Psi had a poor fall rush laSt yr and is doing now.
AEPi was doing just fine and now they're gone.
I think its better to just look at who is doing well and who isn't. Sig ep Phi psi and pi kapp are really the only three that are doing very well this year in my opinion. All three will benefit from pike/aepi's troubles but sig ep I personally think will do really well with their biggest competitor starting to fade. Phi Psi needs to stay out of trouble and get organized or they won't be able to keep up.
Pi Kapp won't get in trouble and they're organized so they're going to get better. They have quite a ways to go to catch up with the top tier frats though since their older guys aren't as good.

with this one... Pikapp isn't really rising they're not doing any better or worse than they usually do.

Wanted to say phi psi is doing well now. They will compete with sig ep a lot in the coming days as the two top frats.
PiKapp will maybe become top tier but I think they're behind pike phi psi and sig ep for now at least. They usually do just fine. I think they'll hop up to #3 soon.
Next year I think is Pike's last shot. If they get a great class they're back up top but if not they're looking at being #4.
