Can freshman live in houses? Like over the summer headed into sophomore year? Or not until sophmore year?

depends. You'd likely have no issue with Chi O or Pi Phi as they share strong and both have lots of extra beds in the summer but chapters in the townhouses might be more of an issue

Yes, it's an option over the summer, but you may not be able to pick which house.
