How is Kappa still considered top tier? Their rising seniors are the only girls that are fairly attractive, their latest PC has girls I'd otherwise think were in Phi Sig, their grades are the worst or second worst consistently, they've had to offer snap bids, and they had a membership review that got rid of some of their fun girls. Can someone explain how they're still considered top?

they're not, at least not in my opinion. I'd rank them below Chi O, probably even ADPi at this point. Most GW PNMs are looking for involvement, grades, and sisterhood, with top girls finding that in Alpha Phi and SK. While KKG nationally has a great alum network, I doubt the sisters from this chapter are helping each other with tests or getting internships.

lots of girls last year picked kappa over aephi. granted, lots of those girls then dropped after initiation, but just saying. times, they are changing.
