Phi Delt and DU are not in the same tier. Sig's isn't top, but they're also better than upper middle, they should have an inbetween rank.

Not a whole tier, I'm thinking they should be half a tier lower. Like they compete with them on some fronts, but there are other places where Fiji and LXA have them beat.

Sigs is way more popular and well known in and out of the Greek scene, and has better sorority relations than both Fiji and LXA. Also they host one of the most popular philanthropy events of the year while LXA doesn’t really do anything of their own
