Since it is such a problem on here, these are the houses in tiers. Within each tier is interchangeable.
Tier 1:
Kappa/Theta/DG (can switch depending on year, no order really since its so fluid. Even though Kappa is great at marketing, I personally think DG isn't too far behind and is probably going to make a come back since Kappa isn't for everyone. Even some of the stereotypically pretty girls. Theta has arguably been falling, but that isn't fully established yet. They also seem to take a certain type of girl, so that may account for an outsider's view of 'falling'.)
Tier 2:
Pi Phi/Alpha Phi (these two groups of girls are very different, but they seemingly switch with who gets the better pledge class every year. while Alpha Phis wasn't bad, Pi Phi did better than them this year and marketed well. That being said, A LOT of Pi Phi and Alpha Phi new members are friends.)
Tier 3:
Tri Delta/AGD/Gamma Phi/ADPi (AGD came in strong, Tri Delt's seems to be doing about the same. Gamma Phi has been doing well and ADPi has been doing about the same. Not enough changes to change anything here)
Tier 4:
AXO/SDT(SDT struggles since they don't have a house, but are supposedly getting one this year on the row. AXO struggles with stereotypes left over from when greek life was stronger at USC, but these don't necessarily apply to them now since all the houses have even out quite a bit more. Both have incredibly strong sisterhood and I personally wouldn't mind being in either of them

This being said, I hope all these PNMs realize its a privilege to be a part of any of these houses and its about finding where you belong. When you grow up and aren't a part of this system anymore, these girls will most likely still be part of your life. Choose based on your friends and where you think you actually would get a long with the girls. Even though this might cause problems, I was hoping by just dissecting into a lot of "tiers" instead of exact ranks(which are all opinion based) it might solve some of the arguing. People may even argue with this, which is fine since everything regarding greek life is opinions. And everyone has their own opinion.

if we're doing "tiers" this is it:
Kappa/DG: very similar
Theta/ pi phi: this is gonna get hate but no denying pi phi is good and guys love them
Alpha phi/ ADPi/ tri delt: obviously debatable but my prediction on the new pledge classes and next year. Maybe tri delt a bit lower but just my opinion it varies, very debatable but I see alpha phi falling
Gamma phi: kinda it's own tier
AGD: will do good this year I think but not yet
AXO: same as always

I understand you are trying to be panhelenic here, but giving pnms the idea that they get to "choose" is false and sets pnms up to be very hurt during rush. It kills me to say this but pnms: you do not get to choose what house you get a bid from. Sometimes even your friends in the house can't even "choose" you to get in. Its different in every house but overall tends to be a small group of girls on the recruitment team picking who they want their pledge class to be before pnms have even stepped foot in the door on convo day. You don't really get to pick which houses you drop. You don't really even get to pick your house at pref, not even the girls in the house really get to pick anyone at pref! its a bizarre panhel computer sorting system. So take rush with a grain of salt, and try to see each house you have left each day (even if its not one you want) as an opportunity to be apart of something during your college experience and make some friends. You didn't get dropped because you aren't pretty enough, or skinny enough, or cool enough or because the girl you talked to gave you a bad score. It just happened.
