Only tiers matter, not individual rank within the tiers:
Sororities:
1. KKG/Theta/DG
2. Pi Phi/A Phi
Fraternities
1. Sig Chi/Lambda/Phi Psi
2. AEPi/TKE
Honestly, if you're in any of those sororities or fraternities it really doesn't matter because you will mix exclusively mix with only houses the on the list and still have good parties. I'm in Pi Kapp and we have only 2 parties a year that we can get a good showing from top sororities, it sucks so hard. So if your house is on this list stop complaining and arguing about who is better. You are all top houses and that is the only thing that matters at USC apparently

There's a lot of truth in this. But I'm in one of the sororities listed, and I have to say I have a lot of guy friends in 'mid tier' frats who I adore. For example, nothing bad to say about Pi kapp. Am I as excited to go to a Pi kapp event as lambda per say, maybe not, but being in a 'mid tier' frat or sorority isn't going to change my view of anyone on an individual level.

by consistency of members, you mean that there are simply more attractive and cooler guys in the top 3 frats? Well yeah, there are. The top fraternities recruit using looks as a primary basis, because that's what the sororities will evaluate them on.
It's not about character or individual accomplishment.
If frat rankings were based on the actual content of the person rather than the superficial exterior, the entire ranking system would look completely different.
Lambda would be a bottom tier, because they're extremely vacuous and superficial.
Phi Psi would fall too, because they're very douchey and obsessed with popularity, but a little more personable than Lambda.
ZBT would probably be top tier, because a lot of guys in that house are focused on doing things with their life outside of the Greek System and are building and accomplishing really cool things.
The entire fraternity system at USC is nothing but a weird mash-up between a beauty pageant and high school cafeteria.
How to be a top fraternity or sorority: have a lot of attractive, wealthy members with influential parents.
