With 1100 girls rushing and 11 houses recruiting in the fall, aren't there going to be tons of girls who don't get a bid? There's no way every house is taking 100 girls.

Quota is determined by the number of people who attend pref parties and each chapter has set release numbers determined by Panhellenic. There are as many places available as there needs to be to fit everyone. People drop out when they don't get the house they want, but for the most part, the vast majority of PNMs get bids.
