Are spring transfer admits eligible for rush?

I just got admitted for Spring 2024 and I'm a bit confused on if spring transfer admits are eligible for formal rush in the spring. I watched a video on the panhellenic website that said spring transfer admits had to have an extra 12 usc units on top of the year of coursework, but everything else just says the year of coursework. my uscnetid went through the fsld check just fine so i'm a bit confused.
