Sorority tiers: how are these ranks decided?

How is it determined which sororities are top tier and which ones are at the bottom? And has it always changed throughout the years at USC? Also, is it more than just looks that determines these ranks? If it’s solely based on looks, I personally think Pi phi has the hottest girls. They seem to have the slimmest figures too. But then again, I am aware that my personal opinion does not matter to others...

The tiers are mainly derived from how attractive the girls are, how big and connected the house is, and how much money they have for formals and invites. They then decide to mix with select fraternities and whoever they mix with will dictate the fraternity rankings.
