There is NO WAY Tri Delt had a better PC than Pi Phi. Yes Tri Delt is getting better and Pi Phi is getting worse, but they're not on par, they just aren't.
Real rakings:
Kappa - obviously #1 right now. They have the best looking girls and a good mixture of classy and fun. Add in an amazing house, the best social events lined up, and you have a top sorority.
Theta - PC '12 and '13 puts them above DG. A little under Kappa, but still has loads of attractive girls, who are nearly all smart and lovely. Probably a little bit nicer than KKG, and less OC, so I see them only getting better.
DG - yes they are definitely not living up to their infamous reputation and the top sorority that they used to be. But they are for sure top 3. They still have some of their trademark blonde party animals, but a bit of a mixed bag, which could be seen as good or bad.
Alpha Phi - nothing bad to say about these girls, mostly hot, all know how to have a good time. Although probably a little more tame than the other top tiers. They have been on the increase in the last few years, and getting above Pi Phi is big.
Pi Phi - really bad PC. Used to be the hottest on campus so not really sure what happened. They still have some cute older girls, and are without a doubt the best to party with. But they need to up their game if they want to remain in top tier, above Tri Delt and Adpi.

Left off pi phi but I'd but them at/above APhi, gamma phi above ADPi, and AGD somewhere in middle tier, it's not for sure yet. They're def not below sig delt if they have a house and apparently they have more girls than AXO as well, but it's too tough to say this early where they could fit in in the middle

thats soooooooooo wrong on so many levels. first of all, there is no way that theta is before DG. and there is also no way that pi phi is before a phi after this year's fiasco
