why isn't theta #1 over kappa and delta gamma?

I am so confused. I know that superficial factors like wealth and looks are given priority in rankings here, but why isn't Theta ranked over Kappa and Delta Gamma? The latter two have physically attractive girls but are mean (especially Kappa), while Theta girls are equally physically attractive as Kappa and Delta Gamma girls but are also nice (which is what Kappa and Delta Gamma- especially Kappa- lack.

So why do most people say that Theta is only on Top 4 when they have the brains, beauty, AND kindness/classiness?

Although it's pretty obvious this is theras attempt at being a top house, I do admit there are very stupid superficial factors allowing kappa and dog to be at the top

Theta girls are not equally physically attractive. That is the objective truth whether or not they're more "classy".
