Kappa would be Blair. Hot, rich, fashionable, the queen bee. Going to marry a billionaire. Very outwardly classy, but also knows how to party like nobody's business!
DG would be Serena. Blonde, tan, and really cool. VERY street smart. Will try (almost) anything once!
Theta would be Lily van der Woodsen. Pretty tame, non-threatening, will do anything for their family. One day, they will make a great trophy wife to an important person (see: Cindy McCain, proud USC Theta!).
Alpha Phi would be Jenny. Cute and ambitious, not quite on the level of the aforementioned girls but still a rising star! One day, she'll be up there with the rest of them, and she'll get there her OWN way!
Pi Phi would be Georgina. This girl is wild and knows how to get DOWN! When she's around, everyone knows it.

Blair would go theta because she's very academic and proper. She's driven and likes to be in charge.
Serena would go Pi phi because she's tall, blonde, and has the Cali look. Moreover, she's fun, outgoing, hilarious, and energetic. Good combination of hot and cute.
Jenny would go alpha phi for sure cause she's a social climber that never is good enough

Literally no one you described Serena as would go into pi phi. That'd be a DG.
