agd and axo for sure, they always do spring rush. there might be a slim chance that the middle houses like gphi, adpi, tri delt might do it but no one ever knows for sure

AGD and AXO will definitely do it. If another house has a spot or a couple spots, I'd expect it to be much quieter...like, invite a couple close friends of actives rather than a cattle call. If they have two spots they're just going to give it to two girls they already know, rather than spend the whole chapter's energy for big events.

The biggest sororities will not be allowed to do it. You can only do it if you are under total and most houses will be well above total with their new pledge classes.

While it's hard to rush as a junior, there are juniors in every pledge class.
