Before rush week, do the sororities kind of already know which girls they want, whether that’s from social media or recs or any of that??

I don't know anyone at USC, but I'm rushing and want to end up in DG, KKG, theta or phi pi cause I would fit in best from what I hear. How much do letter of rec letters count? Also how would be the best way to reach out/get to know people when you don't know any of the girls? Thanks
